At the ceremony, Senior Lieutenant General Nguyen Van Thanh, member of the Central Party Committee of Public Security, Deputy Minister of Public Security announced the MPS’s plan to implement Decision No.1847/QD-TTg issued on December 27, 2018 by the Prime Minister on the Project “Building working culture”, and plan to launch the special emulation movement “Promoting the glorious tradition of 75 years, improving the bravery and humanity, obtaining achievements as gifts for Uncle Ho, wholeheartedly serving the country and people”S.

Speaking at the event, Minister To Lam stressed that, in order to successfully fulfill the tasks of protecting national security, maintaining social order and safety entrusted by the Party, the State and the people, and to celebrate the 50-year implementation of President Ho Chi Minh's testament and other important anniversaries of the country and the Public Security Forces, Party committees and leaders of all agencies and units under the MPS must strictly grasp the objectives, requirements, tasks and contents of the emulation movement; promote the exemplarity and responsibility of holders of key positions; and direct their agencies and units to carry out the emulation movement in a practical, effective and meaningful manner.

Minister To Lam also noted that organs of public security agencies and units responsible for Party and political work at all levels must uphold their role of advising leadership of their agencies and units, guiding and monitoring the implementation of the emulation movement to ensure the best political results of the movement.

The Youth Union and Women Union organizations of all agencies and units in the Public Security Forces should play a core role in mobilizing and encouraging their members to participate actively and effectively in the movement so that each public security officer or soldier would become a bright example and a pioneer in building working culture; learning and following Ho Chi Minh’s thought, morals and working style; and implementing his testament.

Furthermore, public security agencies and units should promote their coordination with Central agencies, organizations and localities to effectively roll out the movement, protect national security, and ensure public order and security, as well as advise local Party committees and authorities to build the movement “All people protecting national security” and consolidate the people’s security posture, particularly in localities of strategic meaning, along borderlines and home to ethnic minorities or religious people.
