Vietnam, EU further boots cyber security cooperation

PSNews – The Department of Foreign Relations under the Ministry of Public Security (MPS) in August in collaboration with the Delegation of the European Union (EU) to Vietnam and the Netherlands Embassy in Vietnam held the teleconference on international law on cyber security.

The event saw the presence of Major General Nguyen Thanh Son, Director of the Department of Foreign Relations; Mr. Pier Giorgio Aliberti, Ambassador, Head of the Delegation of the EU to Vietnam; and Ms. Elsbeth Akkerman, Dutch Ambassador to Vietnam.

The teleconference aimed at exchanging experience and information, and strengthening cooperation between the Vietnamese Public Security Forces and the EU agencies on preventing cybercrime, ensuring security and safety on cyberspace, and ensuring human rights, especially the rights of vulnerable groups.

During the events, delegates discussed several topics, including the international law on cyber security, sovereignty over cyberspace, the State’s responsibility for cyber activities, and using violence and self-defense on cyberspace.

The reports presented at the event provided ideas an insight into the information technology development strategy of Vietnam, which aims at improving the capacity to prevent and defend cyber attacks in order to protect rights of the Vietnamese citizens, and values, interests and security of Vietnam.

Speaking at the event, Major General Nguyen Thanh Son said that, in recent years, the Vietnamese government has been building an e-government model, and a digital economy.

The Cyber Security Law, which was passed by the National Assembly on June 12, 2018 and officially took effect from January 1, 2019, includes 7 chapters and 43 articles, stipulating the articles on the protection of national security, social order and safety on cyberspace, as well as of legitimate rights and interests of organizations and individuals.

Major General Nguyen Thanh Son stressed that, over the past time, the EU has actively consulted the Vietnamese functional agencies on the draft Decrees detailing a number of articles of the Cyber Security Law according to the order and procedures prescribed by the Vietnamese laws and in line with international practices.

Concluding the event, Ms. Elsbeth Akkerman, Dutch Ambassador to Vietnam, affirmed that the conference contributed to further promoting the Vietnam – Netherlands comprehensive partnership and enhancing the relationship between the Vietnamese Ministry of Public Security and relevant agencies of Netherlands and the EU in a more practical way.
