MPS’ Steering Committee for Amnesty reviews portfolios of inmates proposed for 2026 special amnesty

PSNews – The Ministry of Public Security’s Steering Committee for Amnesty held a meeting, on May 19, to review the relevant units’ implementation of the State President’s 2026 amnesty decision and examine dossiers of inmates proposed for special amnesty.

Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, Permanent Member of the Central Advisory Council for Amnesty and Head of the MPS Steering Committee for Amnesty, chaired the meeting.

Reporting on the implementation of the President’s 2026 amnesty decision, Major General Nguyen Thanh Truong, Director of the Department of Prison, Correctional Institution and Juvenile Reformatory Management, said the Standing Agency of the Central Advisory Council for Amnesty had directed and guided relevant units and agencies to organize open meetings for inmates at prisons to select the eligible ones in line with the President’s decision and the instructions of the Central Advisory Council for Amnesty. The appraisal of inmate dossiers were then conducted by corrections police units in accordance with legal regulations.

Inter-agency appraisal teams inspected the implementation of amnesty procedures at criminal judgment enforcement agencies of provincial and municipal police departments, as well as at prisons and detention facilities under the Ministry of Public Security. The teams also completed lists of eligible inmates as well as cases related to corruption or other high-profile cases under the supervision of the Central Steering Committee on Anti-Corruption and Negative Phenomena for further review.

To date, the amnesty work has generally been done on schedule. The Steering Committee has scrutinized amnesty proposals in an objective, democratic, transparent manner in compliance with political, professional and legal requirements.

At the meeting, members of the Steering Committee carefully reviewed each case proposed for amnesty, and decided the cases qualified or unqualified for amnesty, in accordance with the law and the regulations set out by the State President and the Advisory Council for Amnesty of 2026.l as well as based on the opinions of the appraisal team and members of the committee.

Concluding the meeting, Deputy Minister Le Van Tuyen affirmed that the amnesty work had been implemented in accordance with the President’s decision and the guidance of the Advisory Council on Amnesty and in open, transparenct and compliance with the law.

He requested the Standing Agency to urgently finalize the related documents and lists of all inmates to the Advisory Council for Amnesty, while continuing coordination with the Government Office to complete procedures for submission to the State President for consideration and decision.

The Deputy Minister also directed relevant agencies and professional units to continue reviewing cases and promptly report any newly arising issues related to inmates proposed for amnesty in order to ensure the process remains strict, transparent and in line with regulations.

He stressed the need for close coordination with the Presidential Office and relevant agencies in preparing for the press conference to announce the President’s amnesty decision, as well as organizing the official announcement at detention facilities in a solemn and lawful manner, while facilitating the reintegration of amnesty beneficiaries into the community.

“After the ceremony to officially release the list of amnesty beneficiaries, the Department of Prison, Correctional Institution and Juvenile Reformatory Management will coordinate with other relevant agencies to review and evaluate the amnesty work, while the Public Security Department of Communications will be responsible for preparing a final report", Deputy Minister Le Van Tuyen said.
