The event was attended by Member of the Politburo, Prime Minister and Head of the National Cybersecurity Steering Committee Lê Minh Hưng; Member of the Politburo, Minister of Public Security and Standing Deputy Head of the National Cybersecurity Steering Committee General Lương Tam Quang; and Member of the Party Central Committee, Minister - Chairman of the Government Office and Member of the Steering Committee Đặng Xuân Phong. The even also saw leaders from central agencies, ministries and sectors, alongside members of the National Cybersecurity Steering Committee.
Representing the People's Public Security Forces was Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Phạm Thế Tùng, together with other members of the Public Security Central Party Committee and leadership of the Ministry of Public Security, and representatives of specialized operational units under the Ministry of Public Security.
Speaking at the ceremony, Prime Minister Lê Minh Hưng emphasized that, in 2024, the Prime Minister decided to designate August 6 annually as the Vietnam Cybersecurity Day — a pivotal decision demonstrating the profound care of the Party and State for a crucial realm of national development.
It also serves as an occasion to rally the entire political system, the business community and people from all walks of life to join hands in building a safe, healthy, reliable and humane cyberspace, fostering a secure digital culture, and raising public awareness, responsibility and skills to protect national sovereignty as well as the legitimate rights and interests of Vietnamese citizens and businesses in cyberspace.
Under the leadership of the Party Central Committee, the Politburo, and the Secretariat, headed by General Secretary and State President Tô Lâm, along with the executive direction of the Government and the Prime Minister, and the active participation of local Party committees, administrations, enterprises and citizens, national efforts in cybersecurity, information security and data protection have brought about significant, comprehensive results.
Agencies, organizations and people have become more aware of the position, role and importance of cybersecurity. The legal framework is being systematically perfected. Capacity to respond to threats and protect critical state information systems and national cyberspace has been substantially enhanced, especially during the streamlining and optimization of the organizational apparatus. International cooperation has been expanded and deepened, elevating Viet Nam's global standing and prestige.
To meet the demands of national development in the digital era, Prime Minister Lê Minh Hưng requested the entire political system and society to focus on executing key tasks effectively. Ensuring cybersecurity must be closely and synchronously integrated with protecting both systems and people, using the safety, tranquility and happiness of the people as the highest yardstick for all policies. This constitutes the overarching guiding philosophy behind this year's message: "For a humane cyberspace for everyone."
In this circumstance, ministries, sectors and localities have to clearly demonstrate their enabling role, while the National Cybersecurity Steering Committee fulfills its coordinating function to finalize the legal framework and clear bottlenecks in cybersecurity, data security and personal data protection.
The Prime Minister requested specialized cybersecurity forces to maintain their role as an "iron shield" in firmly safeguarding national digital sovereignty, making a strong transition from passive response to proactive, early-stage and remote prevention.
Technology, telecommunications and financial enterprises should embrace their accompanying mission and shoulder social responsibilities. Tech companies and banks should proactively shift toward a human-centric security architecture, building in features that issue online fraud warnings free of charge for users, while actively researching and mastering science and technology to deliver absolute safety and simplicity for the public.
A safe digital economy is measured not only by its capacity to thwart cyberattacks, but also by its resiliency and recovery capability after incidents. Within this ecosystem, cybersecurity insurance is an essential link that helps build digital resilience, fortify digital trust, and create a solid foundation for businesses and citizens to engage deeper in national digital transformation. While insurance does not replace technical cybersecurity solutions, it serves as a vital "financial layer of defense" that enables enterprises to bolster digital resilience against increasingly unpredictable risks.
Each citizen needs to equip themselves with digital skills, heighten awareness, enhance self-protection and practice civilized behavior online to become an active digital shield in safeguarding national cybersecurity.
Prime Minister Lê Minh Hưng expressed his hope that the Vietnam Cybersecurity Day will be more than a commemorative event – it must become a powerful message and an actionable commitment from the entire political system and the populace to build a safe, trustworthy, and humane cyberspace.
