In his address, Deputy Minister Pham The Tung focused on enhancing coordination between Viet Nam's overseas representative missions and the Public Security Forces to maintain a peaceful and stable environment, firmly safeguard national security, and serve national development in the new era.
Deputy Minister Pham The Tung noted that, in recent times, the Ministry of Public Security has closely coordinated with the Ministry of Foreign Affairs, the Ministry of National Defence, and other ministries and agencies to effectively carry out foreign affairs work. This coordination has contributed to ensuring the security and safety of high-level leadership delegations, overseas representative missions, and Vietnamese citizens abroad; combating and preventing hostile activities from outside the borders; and participating in United Nations peacekeeping operations, international search and rescue and humanitarian aid efforts.
Strategic situation monitoring and advisory work have also played a crucial role in safeguarding national interests, building trust with partners, resolving security and border issues, protecting citizens, and attracting resources for national development.
On the basis of Politburo Conclusion No. 122 on strengthening the Party's leadership over national security work, Deputy Minister Pham The Tung proposed two key groups of solutions to bolster coordination between the Ministry of Public Security and the Ministry of Foreign Affairs:
First, strengthen inter-agency coordination in conducting foreign affairs and international integration regarding security; shift mindset from situational response to proactive forecasting and shaping a peaceful, stable environment; consolidate the security posture from beyond national borders; promote the signing and implementation of international agreements on crime prevention and mutual legal assistance; effectively leverage security and police cooperation mechanisms; expand participation in UN peacekeeping operations; and enhance international cooperation in combating transnational and high-tech crime.
Second, elevate the effectiveness of coordination between overseas representative missions and the Public Security Forces; review and address security vulnerabilities; raise awareness and self-protection consciousness among officials, Party members, and Vietnamese citizens abroad; and refine information exchange mechanisms to detect and handle potential violation risks promptly, thereby enhancing discipline and order in national security protection work.
Deputy Minister Pham The Tung expressed his belief that, under the Party's leadership, the State's unified management, and close coordination among ministries, sectors and overseas representative missions, the external affairs work of the People's Public Security Forces will continue to prove effective, contributing to maintaining a peaceful and stable environment, firmly protecting national security, and serving the nation's development in the new era.
