Member of the Politburo and Minister of Public Security General Luong Tam Quang, alongside Member of the Party Central Committee and Governor of the State Bank of Vietnam Pham Duc An, attended and guided the conference.
Also attending the event were Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Pham The Tung; Deputy Governor of the State Bank of Vietnam Pham Tien Dung; Deputy Minister of Science and Technology Bui Hoang Phuong; Vice Chairman and Secretary General of the Vietnam Banks Association Dao Minh Tu; and representatives of leadership from units under the MPS and the SBV.
In his opening remarks, Deputy Minister Pham The Tung emphasized that in recent years, alongside the rapid development of science and technology, digital transformation, non-cash payments, digital banking, and e-commerce, cyberspace has become an essential environment supporting socio-economic development and improving the public's quality of life. However, cyberspace has also been heavily exploited by criminals, particularly online fraudsters, causing severe consequences.
At the ceremony, witnessed by the delegates, Deputy Minister Pham The Tung and Deputy Governor Pham Tien Dung signed the Coordination Regulation between the Ministry of Public Security and the State Bank of Vietnam on online fraud prevention and control.
Under the agreement, both sides resolved to focus on several key areas of cooperation: Strengthening information exchange and sharing to support the detection, prevention, investigation, and handling of cyber fraud; coordinating to identify emerging criminal methods and schemes; improving the efficiency of verification, account freezing, and tracing criminal financial flows; tightening control over the opening and operation of bank accounts and e-wallets; enhancing public awareness campaigns and issuing timely warnings on new fraud schemes to bank customers and the public.
Following consultations with the SBV, the Ministry of Public Security issued a decision establishing a Working Group on online fraud prevention and control, headed by Lieutenant General Le Xuan Minh, Director of the Department of Cybersecurity and High-Tech Crime Prevention.
Speaking at the conference, SBV Governor Pham Duc An affirmed that the State Bank views online fraud prevention and control as a core task in ensuring the safety and security of digital banking and non-cash payment activities. He stressed that the SBV would direct all units across the banking sector to strictly execute the coordination plan, promptly link and provide relevant information and documents, and closely cooperate to warn, prevent, suspend, and freeze accounts and e-wallets linked to unlawful activities in accordance with their legal authority and regulations.
Addressing the event, Minister Luong Tam Quang requested public security units, ministries, sectors, local authorities, businesses, the SBV, payment service providers, and intermediary payment institutions to immediately organize and execute the contents of the coordination plan.
The Minister emphasized that the ultimate objective is to bring about a swift, powerful, and tangible shift in combating online fraud—with prevention serving as the foundation, early detection as the key, rapid coordination as the breakthrough, and strict handling as the deterrent. Protecting the people remains the highest goal, ensuring peace and happiness for all citizens while building a safe, healthy, and trustworthy cyberspace in Vietnam.
