Speaking at the signing ceremony, Lieutenant General Le Xuan Minh, Director General of the Department of Cybersecurity and High-Tech Crime Prevention and Control under the Ministry of Public Security of Vietnam, emphasized that, in the context of rapid scientific and technological advancement, fields such as artificial intelligence, big data, microchips, quantum technology, cybersecurity and digital infrastructure are becoming increasingly vital to the demands of development, governance, data protection, and the security of information systems.
In that circumstance, the signing of the MoUs marked an initial step for all parties of the two sides to engage in deeper exchanges regarding technology transfer, human resource training, research and development (R&D), testing, and the deployment of specific products and solutions.
Lieutenant General Le Xuan Minh expressed his confidence that, following the signing ceremony, the participating enterprises will maintain regular exchanges and expeditiously materialize the agreed contents into practical, effective products and cooperation models in compliance with each country's laws, thereby contributing to deepening the comprehensive strategic partnership and long-term trust between Vietnam and the Russian Federation.
