Congratulating Ambassador Olivier Brochet on his successful term of office in Vietnam, Minister Luong Tam Quang highly appreciated the Ambassador's active contributions to promoting Vietnam–France relations as a whole, as well as the cooperation between the Ministry of Public Security of Vietnam and French law enforcement agencies in particular.
Minister Luong Tam Quang spoke highly of France's role and voice on the international stage, alongside the close coordination between the two countries at key multilateral forums. He affirmed that Vietnam supports France's initiatives aimed at maintaining peace and promoting regional and global cooperation and development.
Following the official visit to France by General Secretary and State President To Lam in October 2024, bilateral relations were upgraded to a Comprehensive Strategic Partnership. This historic milestone has driven substantive and effective cooperation across multiple sectors, including politics, diplomacy, economics, defense, security, science and technology, culture, education, and local-level partnerships.
In the realm of security and law enforcement, Minister Luong Tam Quang noted that the Vietnamese Ministry of Public Security and competent French authorities have maintained regular coordination through seminars, training sessions, consultations, and professional exchanges.
The scope of this cooperation continues to expand, targeting emerging security issues, such as organized, transnational, drug-related, and high-tech crimes, as well as counter-terrorism, fire prevention, firefighting, and search and rescue operations.
The two sides have also closely coordinated the repatriation of citizens under the bilateral Agreement on Readmission Cooperation. Simultaneously, they are actively implementing the Memorandum of Understanding between the Vietnamese Ministry of Public Security and the French Ministry of the Interior on combating illegal immigration and migrant smuggling, signed in May 2025.
Minister Luong Tam Quang expressed his hope that both sides will continue to build upon these achievements, enhance information sharing, exchange operational experiences, and improve coordination in combating crime and addressing non-traditional security challenges.
Expressing his gratitude to Minister Luong Tam Quang for the warm reception, Ambassador Olivier Brochet voiced his pleasure at the positive strides in Vietnam–France relations, particularly the robust partnership between French law enforcement agencies and the Vietnamese Ministry of Public Security.
Ambassador Brochet affirmed that France attaches great importance to its Comprehensive Strategic Partnership with Vietnam and looks forward to further expanding collaboration in security, crime prevention, and law enforcement to serve the practical interests of both nations.
As the Ambassador concludes his tenure, Minister Luong Tam Quang wished Ambassador Brochet and his family good health, peace, and continued success. He expressed his hope that, regardless of his future position, the Ambassador will maintain a close bond with Vietnam and continue to put forward initiatives that drive the Vietnam–France relationship forward.
