A high-level delegation from the Vietnamese Ministry of Public Security, led by Member of the Party Central Committee, Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung paid an official visit to the Republic of Peru, from July 11–13, 2026.
During the visit, Deputy Minister Le Quoc Hung held talks with Peru's Minister of the Interrior, José Mercedes Zapata Morante.
At the meeting, Deputy Minister Le Quoc Hung affirmed that Vietnam highly values Peru's role, position, and socio-economic development achievements in Latin America and on the international stage. The mutual support that both countries consistently extend to each other at the United Nations, APEC, and other multilateral mechanisms reflects their shared perspectives and interests.
This serves as a solid foundation for the Ministry of Public Security of Vietnam and the Ministry of the Interior of Peru to strengthen ties and coordinate efforts in responding to shared security challenges, particularly the increasingly complex developments of transnational organized crime in the digital era.
The Peruvian Minister of the Interior shared that the activities of both domestic and transnational criminal syndicates pose significant challenges to security and social order in Peru. Therefore, the Peruvian Ministry of the Interior wishes to expand cooperation with trusted partners, including the Ministry of Public Security of Vietnam, in the fields of security and policing.
Based on each side's needs and strengths, the two ministries agreed to promote research and negotiations, leading toward the signing of a Memorandum of Understanding (MoU) on cooperation in combating transnational crime between the Ministry of Public Security of Vietnam and the Ministry of the Interior of Peru.
The two ministries agreed to increase delegation exchanges at all levels, especially high-level delegations, to explore cooperation needs and potential in ensuring security and order, while promoting the exchange of information on global and regional situations as well as other issues of mutual concern.
The focus of cooperation will be on sharing information, experience, and operational coordination in the fight against transnational organized crime, terrorism, cybercrime, drug trafficking, money laundering, and human trafficking.
Deputy Minister Le Quoc Hung requested that the Ministry of the Interior of Peru continue to protect the legitimate rights and interests of Vietnamese citizens in Peru, and support the investment and business operations of Vietnamese enterprises, including Bitel and the projects of the Vietnam National Industry and Energy Group in Peru.
On this occasion, Deputy Minister Le Quoc Hung cordially invited Minister José Mercedes Zapata Morante to attend the International Ministerial Conference on Combating Transnational Crime, which is scheduled to be co-organized by the Ministry of Public Security of Vietnam, the United Nations Office on Drugs and Crime (UNODC), and the INTERPOL General Secretariat in the second quarter of 2027.
During the visit, Deputy Minister Le Quoc Hung and the Vietnamese Ministry of Public Security delegation also visited and held a working session with Bitel.
At the meeting, Deputy Minister Le Quoc Hung highly appreciated Bitel's contributions to Peru's socio-economic development, as well as its role in promoting cooperation between Vietnam and Peru.
