As part of his official visit to the Republic of Chile from July 8–10, 2026, Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung had talks with Chilean Deputy Minister of Public Security Héctor Bustamante.
At the talks, Deputy Minister Le Quoc Hung affirmed that, over more than 55 years since the establishment of diplomatic relations, the Vietnam–Chile Comprehensive Partnership has been continuously strengthened and expanded across Party, State, parliamentary, and people-to-people channels, as well as in the fields of politics, economy, trade, and culture.
He noted that this foundation of fine relations and mutual trust provides a highly favorable condition for the Ministry of Public Security of Vietnam and Chilean law enforcement agencies to deepen mutual understanding and strengthen coordination in addressing shared security challenges, particularly the rise of transnational organized crime in the digital era.
In recent years, the two sides have achieved encouraging initial results in information exchange and experience sharing in crime prevention and control, while maintaining close coordination within the framework of the International Criminal Police Organization (INTERPOL), thereby contributing to maintaining social order, security, and a stable environment for development in each country.
Welcoming the high-ranking delegation of the Ministry of Public Security of Vietnam, Deputy Minister Héctor Bustamante expressed his full agreement with Deputy Minister Le Quoc Hung's assessments of the bilateral relations.
Mr. Héctor Bustamante noted that the Chilean Ministry of Public Security was established in 2025 following its separation from the former Ministry of the Interior and Public Security, and its organizational apparatus is currently being consolidated. Charged with the mission of ensuring public order, social security, and border security, the Chilean Ministry of Public Security wishes to expand cooperation with trusted partners, including the Ministry of Public Security of Vietnam, especially in combating transnational organized crime.
The two sides agreed to prioritize negotiations toward the early signing of an Agreement on Mutual Legal Assistance in Criminal Matters, an Extradition Treaty, and an Agreement on the Transfer of Sentenced Persons, thereby establishing a solid legal framework for coordinated crime prevention and control operations.
The two ministries will increase delegation exchanges at all levels, particularly high-level visits. They will also enhance the sharing of information, professional experience, and updates on new methods and tactics of various crimes, especially transnational crime and terrorism; coordinate the organization of training courses, workshops, and specialized seminars; and explore cooperation in Spanish and Vietnamese language training for law enforcement officers.
The two sides also agreed to strengthen coordination in ensuring safety and security for high-level visits; protecting the headquarters of diplomatic missions and citizens of each country who are living, studying, working, traveling, and investing in the other's territory; and paying close attention to safeguarding the legitimate rights and interests of Vietnamese citizens in Chile.
On this occasion, Deputy Minister Le Quoc Hung sincerely invited Deputy Minister Héctor Bustamante to attend the Ministerial International Conference on Combating Transnational Crime, which is expected to be jointly organized by the Ministry of Public Security of Vietnam, the United Nations Office on Drugs and Crime (UNODC), and the INTERPOL General Secretariat in the second quarter of 2027.
During the working trip, the Vietnamese delegation also visited the Chilean Police Officers School; held working sessions with the Chilean National Police Directorate and the Chilean National Prosecutor's Office; laid flowers at Ho Chi Minh Park in Cerro Navia District, Santiago; and met with the officials and staff of the Embassy of Vietnam in Chile.
