Addressing the consultation session, Minister Luong Tam Quang emphasized that Vietnam consistently supports ASEAN’s central role in shaping open, inclusive and transparent regional security cooperation mechanisms. He underscored that ASEAN always regards the Russian Federation as one of its leading partners, playing a significant role in maintaining peace, stability and development both regionally and globally, while applauding Russia’s enduring commitment to developing relations with ASEAN.
To further enhance the substance and effectiveness of bilateral relations, Minister Luong Tam Quang proposed several key approaches, including strengthening high-level strategic exchanges and coordination; actively promoting cooperation within ASEAN-led mechanisms while expanding collaboration into other frameworks on security and law enforcement fields; and elevating cooperation in shared priority areas, particularly cybersecurity and the effective implementation of the United Nations Convention against Cybercrime (the Hanoi Convention).
He also called for more proactive information sharing and cooperation in responding to emerging security threats.
In addition, the Minister stressed the need to improve the effectiveness of cooperation in combating organized and transnational crime; establish a standing mechanism for security information-sharing and early warning between Russia and ASEAN, especially in counter-terrorism, high-tech crime, drug trafficking, and human trafficking; and expand cooperation in addressing non-traditional security threats, particularly in fields such as energy and health security.
