MPS opens refresher course for departmental-level leaders

The People’s Security Academy held an opening ceremony for a refresher course for leaders of all under-ministeral departments and provincial-level police departments and other equivalent units under the Ministry of Public Security on the afternoon of May 19 in Hanoi.

Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang attended and delivered a keynote speech at the ceremony.

In his opening remarks, Director of the People’s Security Academy Lieutenant General Trinh Ngoc Quyen revealed that it was the first refresher course after the 14th National Party Congress, to promptly update new viewpoints and policies for key leaders of public security units and agencies to meet task requirements in the new situation.

Lieutenant General Trinh Ngoc Quyen stated that the course is scheduled to take place from May 18 to May 27, 2026.

The training program includes 13 thematic sessions, focusing on introducing new issues in terms of strategic thinking and vision, as well as viewpoints and directions of the Party, the State and the Ministry of Public Security.

The thematic sessions will be delivered by leaders of the Ministry of Public Security, the Central Commission for Internal Affairs, the Ministry of Foreign Affairs, the Ho Chi Minh National Academy of Politics and the National Assembly’s Committee for National Defense, Security and Foreign Affairs.

Addressing the ceremony, Minister Luong Tam Quang stressed that the organization of the refresher course for departmental-level leaders reflected the dedication, responsibility and vision of the Public Security Central Party Committee and the leadership of the Ministry of Public Security in building a contingent of strategic-level public security officers capable of serving the glorious revolutionary cause of the Party in the new revolutionary period.

To ensure the effectiveness of the course, Minister Luong Tam Quang requested all participants to uphold a strong sense of responsibility, make special effort to study, research and devote their time and minds to successfully complete the entire program.

He also encouraged active exchanges and discussions to gain deeper awareness and understanding of new theoretical and practical issues, while sharing experiences in leadership and management among heads of public security units and agencies.

After the opening ceremony, Minister Luong Tam Quang directly delivered a thematic lecture entitled “New thinking on safeguarding national security” to the trainees.
