In particular, Minister Tien proposed an additional chapter to the decree, which specifies measures to control homemade alcohol for commercial purposes  as well as for household consumption.

According to the Ministry of Industry and Trade, homemade alcohol accounts for 70% of the total alcohol volume in the domestic market while the quality of homemade alcohol has not been certified by any competent agencies. Official reports also show that a high concentration of methanol is detected in kinds of homemade alcohol, and that most methanol poisoning cases have originated from homemade alcohol.
