Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang chaired a meeting to review the implementation of Plan No. 483/KH-BCA-C04 issued on October 7, 2024, by the Ministry of Public Security (MPS) on the intensive campaign to comprehensively review, list and manage drug addicts, illegal drug users and people under post-rehabilitation management, and eradicate complex drug-related hotbeds nationwide, on the morning of January 15th, in Hanoi.

The meeting was also attended by Deputy Minister of Public Security and Head of the MPS’s Criminal Investigation Authority Lieutenant General Nguyen Van Long.

The meeting was held online, connecting delegates from the MPS headquarters, police departments of provinces and centrally-run cities and all district-level police stations nationwide.

In his opening remark, Deputy Minister Nguyen Van Long stressed that over the past time, police units and agencies nationwide made significant efforts in implementing Plan No. 483 and achieved numerous positive results.

At the meeting, delegates thoroughly evaluated the causes of shortcomings and limitations in the implementation of the plan, identified emerging issues and proposed approaches to effectively manage drug addicts, illegal drug users and those under post-rehabilitation management in the community, as well as to combat and eradicate complex drug-related hotbeds.

Addressing the meeting, Minister Luong Tam Quang acknowledged and hailed the outstanding achievements of police units and agencies nationwide in implementing Plan No. 483.

Regarding key tasks in the coming time, Minister Luong Tam Quang requested that police units and agencies have a unified awareness that reducing the demand for drugs is one of the key points to reduce the crime rate according to the targets set by the Public Security Central Party Committee.

The Minister assigned the Counter-Narcotics Police Department to urge and inspect the implementation of Plan No. 483 of local police departments, while coordinating with relevant units to advise the Government on issuing a resolution to implement the National Target Program on Drug Prevention and Control.

Minister Luong Tam Quang requested that Directors of provincial-level police departments should pay due attention to directing their subordinates to implement Phase II of the plan, noting that local police forces should make an absolutely accurate lists of drug addicts, illegal drug users, and those under post-rehabilitation management in their localities.

The Minister also requested police forces to eradicate all complex drug-related hotbeds, while neutralizing and strictly handling all drug retail dealers.
