A tropical depression hit central Vietnam on October 10, causing continuous heavy rains in the following days.

In the face of abnormal and serious flooding over the past few days, Prime Minister Nguyen Xuan Phuc cancelled a scheduled meeting with voters in Hai Phong city in order to travel to the northern province of Ninh Binh to check on the local dykes this morning.

The PM made an inspection of the Hoang Long River dyke which protects Ninh Binh city and National Highway 1A from the swollen river. Water levels in the Hoang Long River in Nho Quan and Gia Vien districts reached 5.3m, higher than the record flood level in 1985.

Meanwhile, Deputy Prime Minister Trinh Dinh Dung and provincial officials arrived at the scene to supervise the search for the victims. At the scene, he requested that the functional forces use all means necessary to quickly search for the missing victims. Local authorities were urged to coordinate with the relevant agencies and families to provide thoughtful care to the deceased.

Hoa Binh province has also relocated more than 300 households in the downstream areas of Chau Me and Hoa Binh Lakes, as well as several lowland homes at risk of landslides. After opening eight consecutive sluice gates, as of 7:30 am this morning, Hoa Binh Reservoir closed five, while continuing to discharge flood water through the three bottom gates.
