The Centre said the tropical low pressure system was approximately 500km south-east of coastal areas of the central Philippines. Strongest wind speeds near the centre of the system are estimated to be 40-60km per hour.
Over the next 24 hours, the low pressure system will move west-northwest at a speed of 10-15km per hour and is likely to strengthen into a tropical cyclone.
Due to the effects of the storm interacting with a cold air mass, strong winds are forecast for the north-eastern waters of the East Sea.
Forecasters have issued a warning about rough seas and storm force winds in the Tonkin Gulf and in the waters off the central and southern regions as of December 16.
