VNFPU1 upgraded to PCRS Level 3

The Police Division of the Department for UN Peace Operations officially sent a Note Verbale to the Permanent Mission of Vietnam to the United Nations on February 5, notifying that Vietnam’s Formed Police Unit No. 1 (VNFPU1) had been approved for the upgrading from Level 2 to Level 3 under the UN Peacekeeping Capability Readiness System (PCRS).

The elevation of VNFPU1 from Level 2 to Level 3 is not only a technical recognition, but also the result of a long journey marked by sustained efforts, perseverance, and a strong aspiration demonstrated by generations of Vietnamese police officers participating in UN peacekeeping operations.

Level 3 under the PCRS represents a high level of readiness, demonstrating a unit’s capacity for actual deployment in UN peacekeeping missions. To reach this milestone, VNFPU1 underwent a comprehensive, rigorous and sustained preparation process under the close and direct leadership of the Ministry of Public Security, with effective coordination support from the Standing Office of the Ministry of Public Security for UN Peacekeeping Operations.

The United Nations assessed that VNFPU1 has not only fully met requirements in terms of organizational structure, personnel strength and command-and-staff systems, but has also demonstrated strong operational capabilities through the Assessment and Advisory Visit (AAV) and intensive training programs conducted in close coordination with experienced international experts in UN police peacekeeping.

In addition, all systems of equipment, vehicles, communications, medical services, logistics, self-sustainment, and long-term operational capacity have met UN standards and are closely aligned with the conditions and requirements of field missions.

More importantly, in recent times, officers and personnel of VNFPU1 have undergone synchronized training based on mission-specific scenarios, demonstrating their ability to conduct coordinated operations, handle complex security and social order situations, protect civilians, safeguard UN personnel and assets, and strictly comply with the core principles set forth by the United Nations.
