However, he stressed that the rapid development of the digital economy, particularly in the financial sector, cannot be sustainable without being built on a foundation of trust.

In the AI era, people’s trust is facing entirely new challenges. Previously, risks mainly stemmed from technological systems, but today risks increasingly revolve around human factors, directly affecting users. Asset appropriation fraud schemes are becoming more sophisticated and well organized, while AI technologies are enabling the creation of deceptive forms of “false trust” that are difficult to detect.

This reality requires a fundamental shift in the approach to digital financial security, moving from passive defense to proactive trust-building. A secure financial system is not merely one without risks, but one in which users are genuinely protected, equipped with the ability to identify risks and promptly supported when incidents occur.

According to Deputy Minister Pham The Tung, in performing their functions and duties assigned to the Ministry of Public Security and playing its core role in safeguarding national security in cyberspace, including digital financial security, relevant public security units have proactively identified and combated high-tech financial crimes while strengthening international cooperation in combating transnational crime.

However, he emphasized that digital trust cannot be built by a single agency alone. It requires a comprehensive effort and close coordination among state management agencies, financial institutions, technology enterprises and society as a whole. Most importantly, it is necessary to improve public awareness and digital skills because, in many cases, people are both the weakest link and the first line of defense for the entire system.

On that basis, Deputy Minister Pham The Tung called on agencies, organizations and enterprises to work together to build a safe, transparent and trustworthy digital financial ecosystem, thereby creating a solid foundation for rapid and sustainable economic growth in the country’s new development stage.

At the plenary session themed “Building Digital Trust in Finance in the AI Era,” presentations focused on clarifying the role of digital trust in sustainable financial growth, particularly as AI is reshaping how markets operate, how financial institutions make decisions and how users access financial services.

Leading experts also discussed era-defining challenges emerging as AI increasingly assumes a decisive role in financial transactions.

Digital Trust in Finance 2026 was not only a forum for discussion but also became a multi-stakeholder platform promoting practical initiatives.

The success of the forum has raised expectations for a safe and security financial environment in which digital trust serves as strategic infrastructure, helping Vietnam confidently advance into a safe and transparent digital economy era.
