MPS reviews public investment disbursement in 2026

The Ministry of Public Security held a meeting to review public investment disbursement for projects managed by public security units and agencies in 2026, on the afternoon of June 5 in Hanoi.

Member of the Politburo and Minister of Public Security General Luong Tam Quang attended and delivered a keynote speech at the meeting.

Member of the Party Central Committee and Deputy Minister of Public Security Lieutenant General Dang Hong Duc chaired the meeting.

In his opening remarks, Deputy Minister Dang Hong Duc stated that, over the past time, the Ministry of Public Security had intensified efforts to accelerate the disbursement and implementation of projects managed by public security units and agencies.

The meeting was organized to comprehensively, objectively and thoroughly review the current progress of investment capital disbursement for key projects accounting for a large proportion of the investment budget.

To further improve the disbursement progress in 2026 while ensuring investment quality and efficiency, Deputy Minister Dang Hong Duc requested delegates to clearly identify existing shortcomings and bottlenecks in order to find out effective solutions to address them.

According to reports presented at the meeting, over the past time, relevant under-ministerial units had proactively monitored and forecast related situations, thereby advising the Public Security Central Party Committee and the Ministry’s leadership on measures to promote public investment disbursement and accelerate the progress of key projects.

Accordingly, the Department of Finance and Planning proactively advised the Ministry to issue a directive on budget management across the Public Security Forces from the beginning of the year, setting specific disbursement targets.

At the same time, the Ministry Office actively coordinated with involved ministries, sectors, public security units and agencies in advising the higher authorities to issue and guide the implementation of Decision No. 1500/QD-BCA-V01 on responsibilities of involved units and agencies for the preparation, appraisal and implementation of investment projects for the Public Security Forces, contributing to improving their awareness and accountability for the work.

In his directive remarks, Minister Luong Tam Quang emphasized that all in-charge public security units and officials should regard investment capital disbursement as an important political task, playing a decisive role in achieving the goal of building a modern Public Security Force as set forth by the 14th National Party Congress. Further, the Minister said, it will directly contribute to the country’s double-digit economic growth target.

The Minister requested heads of public security units and agencies to directly oversee the implementation of the projects, develop specific project implementation timelines, and use monthly implementation results as an important criterion for evaluating and classifying their leadership, with the aim of early completing the 2026 disbursement plan.

For all projects, especially those experiencing delays, Minister Luong Tam Quang directed leaders of relevant public security units and agencies to accelerate implementation, while promptly discussing difficulties with concerned parties to resolve outstanding issues and minimize unnecessary administrative procedures.
