During the talks with the Russian Interior Minister, General Luong Tam Quang and Minister Vladimir Kolokoltsev agreed that, within the broader framework of bilateral relations, the Vietnamese Ministry of Public Security and the Russian Ministry of Internal Affairs have a long-standing history of effective cooperation.
Functional units of the two ministries have actively implemented the agreements reached during the ministers’ meeting in May 2025, including exchanging information, sharing experience in crime prevention and control, coordinating the verification and apprehension of wanted fugitives, and strengthening training and capacity-building for personnel. The two sides have also actively advanced the "Cooperation Action Program between the Vietnamese Ministry of Public Security and the Russian Ministry of Internal Affairs for the 2025–2027 period" and the "Memorandum of Understanding between the Institute of Criminal Science under Vietnam’s Ministry of Public Security and the Forensic Science Center of the Russian Ministry of Internal Affairs."
Based on the results achieved, the two sides agreed to continue exchanging delegations at all levels to share information and experience in combating various forms of crime. They also pledged to facilitate favorable conditions for the Vietnamese community to live and do business smoothly in Russia, enabling them to contribute to Russia’s development and to bilateral relations.
At the talks with Russian Emergencies Minister Aleksandr Kurenkov, the Russian minister expressed his pleasure at meeting General Luong Tam Quang again following his working visit to Vietnam in March 2026. He highly appreciated the excellent outcomes of cooperation between the functional units of the two ministries.
For his part, General Luong Tam Quang sincerely thanked Minister Kurenkov for warmly receiving the Vietnamese delegation. He emphasized that, under the leadership of General Secretary and President To Lam, Vietnam is accelerating socio-economic development, so it has growing demands for fire safety, firefighting and emergency response capabilities in critical infrastructure sectors such as rail transport, energy, and the oil and gas industry.
To deepen practical and effective cooperation between the two ministries, the two sides agreed during the talks to strengthen information exchange, share professional expertise, and conduct personnel training in firefighting and emergency response related to railways, high-speed rail systems and metro networks. The two sides also agreed to organize a joint exercise in this field in 2027.
At the end of the talks, General Luong Tam Quang and Minister Aleksandr Kurenkov signed the “Plan for Joint Activities between the Vietnamese Ministry of Public Security and the Russian Ministry for Emergency Situations for the 2026–2027 period.” The signing of the plan immediately following the talks marks an important step, demonstrating the two sides’ determination to achieve concrete outcomes of their cooperation.
On the same day, General Luong Tam Quang also met with General Sergei Shoigu, Secretary of the Security Council of the Russian Federation, to discuss issues of mutual concern. Subsequently, in the presence of General Sergei Shoigu, General Luong Tam Quang and the Director General of Russia's Federal Service for Military-Technical Cooperation signed a cooperation statute.
