Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung attended and delivered a keynote speech at the meeting.

In 2024, the Department of Legal Affairs and Administrative - Judicial Reforms implemented its tasks in a comprehensive and synchronized manner, in line with the resolutions and directives of the Public Security Central Party Committee and MPS leaders on safeguarding national security, ensuring social order and safety and building the Public Security Forces.

As the agency in charge, the department coordinated closely with involved units and agencies to draft and submit 8 laws to the 15th National Assembly, including new and difficult laws, reflecting a breakthrough in its legislative thinking.

Additionally, the department advised the MPS leadership to submit 18 decrees to the Government, and issued 97 circulars within its authority, contributing to enhancing the quality and effectiveness of the Public Security Forces’ State management of security and order while ensuring the legitimate rights and benefits of organizations and individuals.

On behalf of the Public Security Central Party Committee and MPS leaders, Deputy Minister Le Quoc Hung hailed the outstanding achievements of the Department of Legal Affairs and Administrative - Judicial Reforms in 2024.

Regarding its key tasks in 2025, the Deputy Minister requested that the Department of Legal Affairs and Administrative - Judicial Reforms continue to thoroughly and effectively advise its higher-level authorities to revise the existing laws and draft new laws to perfect the legal framework regading security and order, saying that the work of perfecting the legal framework should be considered as a core task or a breakthrough program of the entire Public Security Forces.

Deputy Minister Le Quoc Hung also suggested that the department should proactively advise the MPS leadership to compile dossiers of draft legal documents to be submitted to the competent authorities in 2025, while further reviewing the existing legal documents for inadequacies and proposing to amend, and supplement legal documents or issue new ones to disentangle legal knots in laws, contributing to maintaining security and order and promoting socio-economic development.

In addition, Deputy Minister Le Quoc Hung requested that the Department of Legal Affairs and Administrative - Judicial Reform continue to enhance the quality of its staff and build an army of law-drafting officers with strong political stances and high professional expertise to meet the task requirements in the new situation.
