Congratulating Ambassador Thamer Mohammed A. Algosaibi on his ambassadorship in Vietnam, Minister Luong Tam Quang expressed confidence that the Ambassador, who has extensive knowledge and rich diplomatic experience in counterterrorism, anti-money laundering, security, disarmament and policymaking, would achieve successes during his tenure in Vietnam.
Minister Luong Tam Quang emphasized that Vietnam always considers Saudi Arabia one of its leading important partners in the Middle East.
In recent years, especially following Prime Minister Pham Minh Chinh’s visits to Saudi Arabia in 2023 and 2024, bilateral relations between the two countries have developed strongly across political, diplomatic, economic, trade, investment, tourism and people-to-people exchange.
According to the host, the bilateral security and law enforcement cooperation based on the strong bilateral relationship between the two nations serves as a pillar role. Accordingly, the two sides have signed the “Agreement on Crime Prevention and Control,” which is expected to be early ratified and put in force.
The two countries are now working closely in order to sign an “Extradition and Transfer of Sentenced Persons Agreement” and a “Memorandum of Understanding on Cybersecurity Cooperation.”
Minister Luong Tam Quang highly appreciated Saudi Arabia for its active support and participation in the signing of the United Nations Convention against Cybercrime (the Hanoi Convention), recalling that the Saudi Arabian had sent a delegation to attend the vent and signed the convention at the event, as well as dispatched a military band to participate in the World Police Music Festival in Hanoi in 2025.
In order to further promote substantive and in-depth Vietnam–Saudi Arabia cooperation, Minister Luong Tam Quang suggested that Saudi Arabia make more contribution to peace, stability and development in the Indo-Pacific region, strengthen cooperation in ensuring maritime and aviation security, while providing support for and protecting the legitimate rights and interests of Vietnamese citizens legally working and living in Saudi Arabia.
Regarding law enforcement cooperation, Minister Luong Tam Quang proposed that Vietnam’s Ministry of Public Security, Saudi Arabia’s Ministry of Interior and other relevant Saudi Arabian agencies continue expanding friendship and cooperation in the fields of security, policing, law enforcement and criminal justice.
Particularly, Minister Luong Tam Quang suggested that the two sides enhance delegation exchanges at all levels in order to strengthen coordination in protecting national security and social order in each country, strengthen operational coordination and information sharing, particularly information regarding regional and global situations, transnational crime, international terrorism, high-tech crime, drug trafficking, money laundering and human trafficking.
The two sides should also establish cooperation mechanisms in the fields of security industry, high technology and cybersecurity, join efforts in research and development of specialized scientific and technological equipment, co-organize training courses, workshops and thematic seminars of mutual interest, and actively support and participate in the initiatives, conferences and seminars to be hosted by each country.
Ambassador Thamer Mohammed A. Algosaibi expressed his honor at assuming his diplomatic post in Vietnam, and sincerely thanked Minister Luong Tam Quang for the warm reception and his frank substantive discussions.
The Ambassador affirmed that he would make every effort to promote cooperation between the two countries in the potential areas of security and public order, build connection between competent agencies of the two countries in general and between Vietnam’s Ministry of Public Security and Saudi Arabian law enforcement agencies in particular, in order to effectively implement cooperation contents of the signed agreements.
These efforts, he said, would contribute to deepening and enhancing the effectiveness and substance of bilateral relations in line with the interests of both countries.
