Hang Kia commune has 684 households with 3,644 people, mainly of the Mong ethnic group, living in 5 hamlets, namely Hang Kia, Pa Khom, Thung Mai, Thung Man, Thung Ang.

According to Lieutenant Colonel Nguyen Ngoc Dung, Deputy Head of the Counter Narcotics Police Division under the Hoa Binh Provincial Police Department, the commune used to be considered a hub of drug-related crimes with the largest number of people sentenced to death for drug trafficking in the province. Four people from Hang Kia commune are serving death sentences at the Hoa Binh Provincial Police Detention Center.
Learning the critical situation in the commune, the Hoa Binh Provincial Police Department deployed Task Force Squad No. 1 with 22 policemen headed by Lieutenant Colonel Nguyen Ngoc Dung to Hang Kia. Since then, the local police have taken efficient measures to prevent and fight drug crimes and social evils in line with the directions of the Ministry of Public Security, which has made positive changes in the commune.
From 2020 to the end of March 2021, Task Force Squad No.1 of the provincial police have destroyed six drug-related cases and arrested seven people, including five from Hang Kia, for illegally trading, transporting, and possessing narcotics.
The squad also coordinated with other relevant police units to investigated four drug-related cases, arrested five drug offenders, seized eight heroin cakes and some other exhibits.
Additionally, Task Force Squad No.1 arrested and mobilized seven most wanted fugitives who were hiding in Hang Kia to surrender themselves. They were wanted for drug trafficking by the Counter Narcotics Police Department under the Ministry of Public Security and the provincial police of Hoa Binh, Son La, Hai Phong, Quang Ninh, Dak Lak and Hanoi.
The squad in coordination with local authorities, village chiefs and reputable people often came to each household in the commune to support local people to overcome their difficulties, thus creating a close relationship between the police and the locals.
The local policemen also assisted the people in farming, lived among them, spoke ethnic languages to people of ethnic minorities and mobilized them to comply with the laws, and take part in maintaining security and order and fighting drug-related crimes in the locality.
Thanks to the efforts of the local police, the security situation in the commune has been maintained while the crime commission rate in the locality has reduced over the past time.
