Ministry of Public Security launches ID Card project

PSNews - Major General Nguyen Duy Ngoc, Deputy Minister of Public Security, chaired a video meeting on September 9 connecting all police departments of the 63 provinces and municipalities nationwide to launch a project on issuing and managing ID cards.

The event also aimed to review 6 months of implementing the National Database on Population project.

Reports delivered at the event read that the Ministry of Public Security has reviewed all legal documents related to the two projects (including one Law, one Decree, and five Circulars issued by the Ministry of Public Security) and set a roadmap to amend each of them to suite the projects.

On September 3, the Prime Minister approved the Ministry of Public Security’s proposal for investment in the ID Card project, serving as the basis for the Public Security Forces to implement the project in parallel with the National Database on Population project.

Under the project, the Ministry of Public Security will collect fingerprints of citizens across the country for the issuance of new ID cards from November 1. The new ID card will include an open-source microchip, which will be more secure, faster in processing information and can be integrated with identification technologies in the future.

Regarding the National Database on Population project, the entire Public Security Forces have collected information about 90% of the population as well as updated information for nearly 7 million people. Currently, the National Centers of Population Data has been built in Hanoi and Ho Chi Minh City.

The Ministry of Public Security will complete the two projects on schedule set by the Government and the National Assembly. By February 2021, the Ministry of Public Security will report the results of the two projects to the Government and may pilot the two systems. They are expected to be officially put into operation in July 2021.

Speaking at the meeting, Deputy Minister Nguyen Duy Ngoc asked the Police Department of Social Order Administrative Management to regularly check the progress and urge relevant public security units and agencies to fulfill their assigned tasks. It should also promptly advise superior authorities to address difficulties and problems in implementing the two projects.

Particularly, the population information must be collected and updated regularly to ensure that the National Database on Population is "accurate, sufficient, clear and active".

Public security units and agencies across the country should consider the issuance of about 50 million ID cards for citizens nationwide as an important mission that must be completed before July 1, 2021.
