Major General Nguyen Quoc Toan, Chief of the Ministry's Office and Spokesperson for the Ministry of Public Security, chaired the press conference, which was also attended by representatives from various departments under the Ministry of Public Security, as well as journalists from inside and outside the People's Public Security Force.

Speaking at the press conference, Spokesperson for the Ministry of Public Security Major General Nguyen Quoc Toan stated that the Ministry of Public Security had successfully held a conference to evaluate work results of the Public Security Forces in the first six months of 2025, and discuss the forces’ key tasks for the upcoming period.

The conference was honored to welcome President Luong Cuong as well as representatives from various Central agencies, ministries and localities.

According to reports at the conference, in the first half of 2025, the People's Public Security Forces successfully completed all assigned tasks with almost all the set objectives reached or exceeded, thereby effectively contributing to the country's economic, cultural, social development and foreign affairs.

Specifically, the Ministry of Public Security has always taken the lead in implementing the Party's policies and observing the State's laws, and attained a number of achievements in realizing the Party’s policies. At the same time, the Ministry of Public Security focused on five major tasks, as follows:

1.    Restructuring local-level police organizations from three levels to two in a proactive, resolute and systematic manner, setting an example for the entire political system to follow. They completed the reorganization of the provincial and communal police units, and successfully assumed five groups of State management responsibilities from other ministries and sectors without interruptions of the systems and meeting the goal of "a new model better than the old model."

2.    Revising and adding institutions and laws related to security and order.

3.    Creating breakthrough developments in science and technology, innovation and national digital transformation.

4.    Resolutely combating corruption, wastefulness, crimes related to manufacturing and trading counterfeit and banned goods, and environmental pollution.

5.    Pioneering in ensuring social welfare, eliminating temporary and dilapidated housing.

Further, the ministry has effectively performed its function of providing strategic advice to the Party and the State on formulating domestic and foreign policies and guidelines, promoting socio-economic development, and safeguarding security and order.

Under the direction of the ministry, the Public Security Forces have firmly safeguard national security, controlled crime, and ensured social order and safety, contributing positively to the nation's development.

Under the leadership of  the Public Security Central Party Committee, all Party organizations within the Public Security Forces seriously performed Party building work and led the building of clean, strong, regular, elite, and modern People's Public Security Forces, in line with Resolution 12 of the Politburo while finishing their Party congresses in preparation for the 8th Central Public Security Party Committee Congress.

While performing their duties, a large number of public security officers and enlistees showed their courage and self-sacrifice as well as their great effort to overcome difficulties and hardships and dedicated themselves for the peace and happiness of the people. In the first six months of 2025, three public security officers laid down their lives and 58 were injured while doing their duties.

Major General Nguyen Quoc Toan further stated, as the order and security situation remains complex, there will be important political events in the country in the coming period and the two-level local government and the new administrative unit-based provincial and communal police models come into operation, which is likely to lead to more difficulties and challenges for the Public Security Forces.

To accomplish their tasks, the People's Public Security Forces will take several approaches, as follows:

1.    Further disseminating policies on ensuring security and order and upholding the exemplary role of the People's Public Security Forces in implementing the Party and State’s policies; being ready to protect and sacrifice for the people; taking the lead in innovation while daring to think big, daring to do big and daring to take responsibility for the peace and happiness of the people.

2.    Regularly updating the crime situation, criminal tactics and tricks; equipping all people with knowledge of fire prevention and traffic safety as well as skills to fight fire, safely participate in the traffic; and guiding people on administrative procedures and online public services.

3.    Effectively carrying out activities commemorating the 80th founding anniversary of the People's Public Security Forces and the 20th anniversary of the All-People's Security Protection Day, the 8th Public Security Central Party Committee Congress, as well as drafting security and safety plans for the celebration of the 80th anniversary of the August Revolution and National Day. Actively joining social welfare activities; mobilizing the public to actively participate in the movement of “All people protecting national security.”
