Lieutenant General Nguyen Duy Ngoc, Member of the Party Central Committee and Deputy Minister of Public Security chaired the event.
The Law on Residence, including 7 chapters and 38 articles, was adopted on November 13, 2020, at the 10th session of the 14th National Assembly and will take effect on July 1, 2021.
Overview of the event.
At the conference, trainees were briefed on the primary contents of the law.
In comparison with the 2006 Law on Residence and 2013 Law on Residence (amended), the 2020 Law on Residence clearly defines the permanent or temporary residential places of citizens. It also articulates that if a person does not have a certain permanent or temporary residence, the current place that he/she is residing in shall be his/her current residence.
The 2020 Law on Residence also regulates that the place of residence of the minor shall be agreed upon by their parents or the court (if the parents cannot make their decision).

Article 15 of the 2020 Law on Residence has replaced the phrase "residence of officers and soldiers of the People's Army and People's Public Security Forces" in the 2013 Law on Residence with "residence of people studying and working in the armed forces”. At the same time, it also specifies the cases that people working in the armed forces are entitled or not entitled to take their barracks and offices as their permanent residences.
Notably, the 2020 Residence Law has no specific conditions for permanent residence registration in municipalities. In other words, there is no difference in applying for citizens’ permanent residences in provinces and metropolises.
Within the framework of the conference, delegates were provided with the contents of legal documents detailing the implementation of the 2020 Law on Residence. They were also briefed on the management and exploitation of information in the National Population Database and the Database on Residence.
Speaking at the event, Deputy Minister Nguyen Duy Ngoc suggested that the trainees should advise their leaders after the workshop to further popularize the laws to all officers and soldiers of their units, especially those directly in charge of residence registration and management, so the 2020 Law on Residence can be effectively implemented, contributing to simplifying administrative procedures for the people.
