PSNews - As a member of a high-ranking Vietnamese delegation led by Prime Minister Pham Minh Chinh officially visiting France and attending the Third United Nations Ocean Conference (UNOC3) in France, Deputy Minister of Public Security Lieutenant General Nguyen Van Long had a meeting with French Minister Attached to the Minister of the Interior François-Noël Buffet to discuss cooperation in the fight against crimes, on June 11, 2025.

Welcoming Deputy Minister Nguyen Van Long and the Ministry of Public Security of Vietnam’s delegation to the French Ministry of the Interior, Minister  Francois Noel Buffet hoped that the meeting would open up new opportunities and give orientations for cooperation between the two ministries in the upcoming period.

Deputy Minister Nguyen Van Long and Minister Francois Noel Buffet agreed that the meeting took place in the context that bilateral relations between the two countries were flourishing, particularly following the successful official visit to Vietnam by French President Emmanuel Macron from May 25 to 27, 2025.

The two head delegates underscored that the recent signing of three key cooperation documents, namely the agreement between the Government of the Socialist Republic of Vietnam and the Government of the French Republic on cooperation in the repatriation of citizens, the technical arrangement between the Ministry of Public Security of Vietnam and the Ministry of the Interior of France on prevention and control of illegal immigration and the repatriation of illegal migrants, and the agreement on financial support for the repatriation of citizens, laid a vital legal foundation for the two countries to advance their partnership.

Deputy Minister Nguyen Van Long affirmed that the Ministry of Public Security of Vietnam would assign a liaison officer to France later in 2025 to coordinate with French law enforcement agencies in combating transnational crime, contributing to bolstering the bilateral cooperation in a practical and effective manner.

Sharing the same view that the two sides still have significant potential for cooperation in combating transnational crime, the two head delegates pledged to advise their respective governments to promptly ratify the recently signed repatriation agreement, while drafting a joint action plan between the two ministries to effectively execute those cooperation documents.

In addition, the two sides also agreed to create favorable conditions for one country’s citizens living, working, studying or travelling in the other country, contributing to the socio-economic development in each country.

Furthermore, the two ministries also concurred on enhancing information exchange on drug-related issues and considering the establishment of a hotline for drug crime coordination.

Appreciating Vietnam’s commitment to promoting cooperation in the fight against transnational crime with French partners in particular and other countries’ law enforcement forces in general, Minister Francois Noel Buffet affirmed that the French Ministry of the Interior vowed to support the Ministry of Public Security of Vietnam in building the capacity of public security officers in forensic science and fire and rescue, while regularly exchanging hands-on experience in combating various types of crime, particularly drug-related offenses and cybercrime.
