The Department of Legal Affairs, Administrative and Judicial Reform under Ministry of Public Security held a conference, on the afternoon of January 4, 2023, in Hanoi, to review its work results in 2022 and roll out its work program in 2023. Deputy Minister of Public Security attended Lieutenant General Le Quoc Hung and delivered a keynote speech at the conference.
The report at the conference stated that, in 2022, the Department of Legal Affairs, Administrative and Judicial Reform closely followed the direction of the Public Security Central Party Committee and the Ministry of Public Security while implementing its tasks.
Specifically, it consulted with the Public Security Central Party Committee to issue two specific resolutions on leading the People's Public Security Forces to carry out law improvement and administrative reform, advised the leadership of the Ministry of Public Security to draft a bill and two resolutions, and submit them to the National Assembly for approval, as well as to draft five decree for the Government to promulgate, and 64 circulars for the Minister of Public Security to issue.
At the same time, it took the lead in developing five law projects and proposed higher-level authorities to negotiate and sign a number of international treaties on extradition, transfer of sentenced persons, and crime prevention and control between Vietnam and foreign countries.
Regarding major tasks of the department in the coming time, Deputy Minister Le Quoc Hung suggested that the Department of Legal Affairs, Administrative and Judiciary Reform continue to strengthen political and ideological education for officers and soldiers.
In addition, it advised the Public Security Central Party Committee and the Ministry of Public Security on amending, supplementing and issuing new legal documents in support of the building of really clean, strong, regular, elite and modern People's Public Security Forces(Resolution No. 12 of the Politburo).
In order to continue to improve the quality of development of legal documents, the Deputy Minister suggested that the Department of Legal Affairs, Administrative and Judicial Reform should strengthen scientific seminars and consult with legal experts inside and outside the Public Security Forces about legal documents drafted by the Ministry of Public Security to ensure the feasibility and practicality of the documents as well as to popularize draft and approved legal documents toward society.
