Security cooperation between localities and industrial zones seen as good model

PSNews –The model of “Security maintenance cooperation” between 4 communes of the An Duong district and the Trang Due Industrial Park is multiplied in other areas with industrial zones under the instruction by the Ministry of Public Security.

The Trang Due Industrial Park, covering 401 ha of land of Hong Phong, An Hoa, Bac Son, Le Loi commune, An Duong district in Hai Phong city, so far, has attracted 54 projects with total investment of US$ 5 billion, including major projects run by the Korean LG Display Company and Hee Sung Electronics.

The model of “Security maintenance cooperation” was established with its Self-Managed Steering Committee and operational regulations with specific terms and responsibilities of each unit.

The industrial park has drawn tens of thousands of Vietnamese and international workers and experts.

Alongside economic benefits from the industrial park, the surrounding localities with increasing crimes and social problems used to be seen as a “hot spot” in security terms: criminals fighting for their fields of action, robberies and burglaries targeting domestic and international workers of the industrial parks. This badly affected the local investment environment. The origin of the rise in crime was later found that the local authorities, police, businesses and people did not join forces in struggling against the crimes.

Against this backdrop, the Hai Phong Municipal Police then urged relevant agencies, the An Duong District Police and the Trang Due Industrial Police Station to immediately study the situation and to propose the district Party committee and authorities to implement the model of security cooperation between the 4 communes of An Duong district and the Trang Due Industrial Park, aiming to mobilize and gather local forces for the fight against crimes.

The model of “Security maintenance cooperation” then was established with its Self-Managed Steering Committee and operational regulations with specific terms and responsibilities of each unit.

The model could also raise awareness of Party’s lines and State and Government's policies among the people and workers, working at the industrial park; and to mobilize local people and businesses to participate in the “All people protecting national security” movement and to join hands in protecting businesses’ assets.

The model, which was built on the interests of local people and enterprises, quickly received strong support from the local political system and the relevant elements, has proved to be effective as all local people of the 4 communes and workers at the industrial park have become more aware of security and social order, strictly complying with the law and joining the police’s effort in building on a peaceful, secure and safe locality as well as promoting a favorable environment for investors in the locality.

Thanks to the model, the police force has successfully razed 5 kidnapping gangs; resolved 15 criminal cases involving 37 suspects and captured 7 wanted fugitives. Especially, the force also destroyed 3 criminal drug-related gangs.

 The model has also contributed to reducing the number of traffic accidents in all 3 criteria and the fire inccidents.

Recognizing the effectiveness of the model, the Ministry of Public Security urged all relevant agencies and units to soon replicate the model in other industrial zones nationwide.
