Street Civil Guard Force plays important role in maintaining security and order

PSNews – “The Street Civil Guard Force plays a very important role in maintaining security,” Minister of Public Security To Lam affirmed at a conference to summarize 10 years implementing Decree 38/2006/NĐ-CP issued by the Government on Street Civil Guard.

On December 7, the Ministry of Public Security in collaboration with the Nam Dinh Provincial People’s Committee held a conference to review and summarize 10 years implementing the Government’s Decree No. 38/2006 / ND-CP (Decree 38) on the Street Civil Guard Force (SCGF).

Accordingly, on April 17 2006 the Government issued Decree 38 as an important legal basis for confirming the role and position of the SCGF.

The SCGF was defined as a voluntary mass force playing a key role in protecting national security and social order and safety.

Over the past 10 years, the SCGF has well performed their tasks, continuously following the security and order situation, actively supporting police forces in investigating and discovering serious cases, and annulling many dangerous criminal gangs, and serving prevention and fight against all kinds of crime and social evils.

The force also regularly coordinates with other relevant units in maintaining traffic safety and urban order in central cities, and carrying out patrols in key areas to preventing thefts and social disturbances in public.

Addressing the conference, on behalf of the Central Public Security Party Committee, Minister To Lam appreciated the significant contributions made by localities and units to the implementation of Decree No. 38 of the Government over the past 10 years.

The Minister of Public Security also requested all units and localities to promote the information dissemination to raise public awareness of the position and role of the SCGF.

In addition, the Minister asked localities to continue to improve the efficiency of the force’s activities, especially in the mission of maintaining security and social order, and to renew training programs for the SCGF.

At the event, Minister To Lam also awarded Certificates of Merit by the Ministry of Public Security to 57 groups and 3 individuals for their outstanding achievements in implementing Decree 38.
