A high-ranking delegation of the Ministry of Public Security of Vietnam, led by Deputy Minister of Public Security Major General Nguyen Van Long, paid a visit to Russia and attend the International Exhibition on Fire and Rescue in Russia from August 12 to 18, at the invitation of the National Guard Service and the Ministry of the Russian Federation for Civil Defence, Emergency Situations and Elimination of Consequences of Natural Disasters.
Within the framework of the visit, Deputy Minister Nguyen Van Long had talks with Senior Lieutenant General Ilyash Igor Anatolyevich, Deputy Director of the National Guard Service, and Senior Lieutenant General Chupriyan Alexander Petrovich, First Deputy Minister of Civil Defence, Emergency Situations and Elimination of Consequences of Natural Disasters for Foreign Affairs.
At the meeting with leaders of the National Guard of the Russian Federation, Deputy Minister Nguyen Van Long congratulated the National Guard Service of the Russian Federation on its outstanding achievements in safeguarding national security, ensuring public order and safety, controlling crime, and preserving the peaceful life of the Russian people.
Deputy Minister Nguyen Van Long highly appreciated the cooperation results between the Ministry of Public Security of Vietnam and the National Guard Command of the Russian Federation in the fields of information exchange and sharing of working experience.
He thanked the National Guard Service of the Russian Federation for supporting the Ministry of Public Security of Vietnam in building capacity of Vietnamese mobile police and task-force officers, and training police dogs.
The Vietnamese official hoped cooperation between the two sides in these fields would be strengthened in the time to come.
At the end of the talks, on behalf of the Ministry of Public Security, Deputy Minister Nguyen Van Long and Mr. Ilyash Igor Anatolyevich signed an agreement on cooperation between the Ministry of Public Security of the Socialist Republic of Vietnam and the Federal National Guard Command of the Russian Federation, which serves as a legal basis for the two sides to strengthen close and effective cooperation in the future.
At the meeting between general Chupriyan Alexander Petrovich and general Nguyen Van Long, the two sides expressed delight at positive developments in relations and cooperation between the Ministry of Public Security of Vietnam and Russian law enforcement agencies, particularly the Ministry of Civil Defence, Emergency Situations and Elimination of Consequences of Natural Disasters.
The Russian side trained a large number of Vietnamese firefighters, shared a variety of scientific research results and experience in curriculum development, training programs and teaching methods. The two ministries maintained exchange of delegations to exchange information and share practical experience in dealing with emergency situations and fire prevention and fighting.
The two leaders of the two ministries agreed that they will continue to strengthen the bilateral cooperation to match the political relationship between the two countries and the potentials and strengths of the two ministries in the coming time. Particularly, the Russian side will support the Vietnamese side in building a center for early warning of fire and natural disasters.
Deputy Minister Nguyen Van Long and Deputy Minister Chupriyan Alexander Petrovich signed a Memorandum of Understanding between the Ministry of Public Security of the Socialist Republic of Vietnam and the Ministry of the Russian Federation for Civil Defence, Emergency Situations and Elimination of Consequences of Natural Disasters on exchanging experience in warning and overcoming emergencies.
On this occasion, Deputy Minister Nguyen Van Long conveyed the greetings of General To Lam, Minister of Public Security of Vietnam to Director of the National Guard Service General Zolotov Viktor Vasilyevich, and Minister of Civil Defence, Emergency Situations and Elimination of Consequences of Natural Disasters Lieutenant General Kurenkov Aleksandr Vyacheslavovich.
Deputy Minister Nguyen Van Long also visited the Vietnamese Embassy in Russia and had meeting with Ambassador Dang Minh Khoi and representatives of the Business Association and the Vietnamese community in Russia.
