Vietnam’s public security officers express gratitude to their Russian teachers

PSNews – Senior Lieutenant General Nguyen Van Thanh, Deputy Minister of Public Security highlighted education and training cooperation between the Ministry of Public Security of Vietnam and the law enforcement agencies of the Russian Federation as a light sport in the overall ties between the two sides.

In a warm and friendly atmosphere, Senior Lieutenant General Nguyen Van Thanh, Member of the Party Central Committee, Deputy Minister of Public Security on December 15 chaired the meeting to pay gratitude to the lecturers at law enforcement training facilities of the former Soviet Union and current Russian, who have taught many generations of Vietnamese public security officers.

The meeting also saw the participation of Mr. Vadim Bublikov, Minister Counsellor at the Embassy of the Russian Federation in Vietnam, Chairman of the Vietnam Union of Friendship Organizations Nguyen Phuong Nga and leaders of relevant units under the Ministry of Public Security as well as alumni inside and outside the Public Security Forces who used to study at education and training institutions of the Soviet Union and the Russian Federation.

The meeting was part of the Vietnam-Russia cross year program to observe the 25th anniversary of the signing of the Treaty on the basic principles of the Vietnam-Russia friendship relationship (1994-2019) and 70the founding anniversary of diplomatic relations between the two countries (1950-2020).

During cordial talks with Russian teachers and delegates, Deputy Minister Nguyen Van Thanh spoke Russian. He underlined that Vietnam and the Russian Federation have enjoyed a time-tested traditional friendship and good diplomatic  relations in the past 70 years. 

The sincere and impartial assistance of the Russian people to the Vietnamese people has left a deep impression on the Vietnamese people; as a result, generations of the Vietnamese always keep in mind the image of a heroic and indomitable Russian nation at battles but a good friend, who is always ready to help other peoples in a generous spirit.

Deputy Minister Nguyen Van Thanh emphasized that in the overall relations between the two countries, the cooperation between the Ministry of Public Security of Vietnam and the former Soviet and current Russian law enforcement agencies has always been maintained, strengthened and developed. The highlight of this relationship is the education and training cooperation.

He also affirmed that this work has contributed greatly to the national construction and defense cause of Vietnam.

Recalling the Vietnamese people's philosophy of life "When drinking water, remember its source", Deputy Minister Nguyen Van Thanh, on behalf of the Public Security Central Party Committee, leaders of the Ministry of Public Security and all generations of Vietnamese students who had trained in the former Soviet Union and the Russian Federation, extended sincere and profound gratitude to the Russian people, generations of teachers and officials of the law enforcement schools for their great support and assistance.

According to Deputy Minister Nguyen Van Thanh, the Russian Federation’s authorities such as the Ministry of the Interior, the Federal Security Service, the Ministry of Emergency Situations, the Federal Penitentiary Service, to name but a few have trained thousands of Vietnamese public security officials.

Many of them have later become key leaders of the Vietnam Pubic Security Forces. Currently, nearly 200 Vietnamese public security officers are studying and researching in Russia.

In addition, the Russian side has also sent many experts to Vietnam to teach Vietnamese officers at the request of the Ministry of Public Security of Vietnam. That close bilateral cooperation shows both sides’ goodwill and responsibility for building a long-term cooperative relationship between the two sides.

Deputy Minister Nguyen Van Thanh emphasized that, all Vietnamese public security officers, studying in  schools of the former Soviet Union and current Russia, have a high sense of responsibility for strengthening and promoting the relationship between the two sides.

Deputy Minister Nguyen Van Thanh also expressed his desire to continue to receive the support of the Russian friends in the future.

Mr. Vadim Bublikov, Minister Counsellor at the Embassy of the Russian Federation, affirmed that, in the context of complex developments in the global security situation, the close cooperation between the Ministry of Public Security of Vietnam and Russian law enforcement agencies is clearly a respectable model. He underscored that the cooperation in training high quality personnel is always a cornerstone of the Russia-Vietnam relations.

Major-General Alexander Yakovlevich Grishko, principal of the Academy of Law and Penal Management under the Russian Federal Penitentiary Service, on behalf of the delegation of Russian officials and teachers visiting Vietnam, thanked Deputy Minister Nguyen Van Thanh and Ministry of Public Security for the warm reception and the cordial meeting.

He revealed that Vietnamese public security students attending Russian training facilities have always received great respect from both their teachers and peers for their excellence in study and their thirsty for knowledge. Vietnamese public security students have also always had a spirit of solidarity and seriously observe discipline.
