MPS holds training workshop on human trafficking

PSNews - Implementing the working program of the Government’s Steering Committee for Crime Prevention and Combat (Steering Committee 138 / CP), the Ministry of Public Security (MPS) in coordination with the United Nations Action for Cooperation against Trafficking in Persons (UN-ACT) and relevant agencies of the UK opened an inter-sector training workshop on prevention and fight against human trafficking in the Vietnamese Northern province of Tuyen Quang on April 12 and 13.

The workshop was attended by leaders and officers from the police and border guard forces of the provinces of TuyenQuang, Ha Giang, Lang Son, Lao Cai, Nam Dinh, NinhBinh, PhuTho and Thai Nguyen.The trainees are oficers of the two forces in charge of staff work, reconnaissance, investigationas well as receivingand providing initial assistance for victims of human trafficking.

Four international experts from the UK and lecturers from the Police Staff Department under the MPS delivered speeches on the related laws of Vietnam and the factual situation of trafficking in persons in the world. They also mentioned relevant studies and comparedVietnam’s practical situation of human traffickingwith experiences in other countries. Participants also discussed possible specificscenarios, proposed solutions to overcoming problems and obstacles, and sought approaches to promote cooperation betweenVietnamese and UK competent agencies.

In Vietnam, human trafficking cases have been detected in all 63 provinces and cities. The number of human trafficking cases in the 8 above-mentioned Northern provinces accounts for 15% of the total cases. Vietnam is seen as a criticallocation and a transit of human trafficking activities.

In order to prevent and combat this type of crime, the Government has approved the National Program on Prevention and Fight against Trafficking in Persons,implementing 5 projects, namely Communications; Fight against crime; Verification, Identification, protection and assistance of victims; Building and improving the legal system; and International cooperation in the prevention and combat against human trafficking.

This program is considered a breakthrough in preventing and fighting human trafficking. The Government also assigned 6 different ministries and sectors, including the public security forces, border guard force, information sector, labor sector, Women’s Union and Procuracy.

Vietnam and the UK are both members of the Convention against Transnational Organized Crime and the Protocol to Prevent, Suppress and Punish Trafficking in Persons. Some 100,000 Vietnamese currently live and work in the UK. According to the UK authorities, about 500 Vietnamese were trafficked to the UK in 2017. Victims were lured into the UK and became forced-laborers in UK farms or in nail salons in UK cities.

The organization of the training course provided a good opportunity for the two countries to promote exchange of information and experience, and cooperation in preventing and fighting human trafficking as well as to enhance efficiency of rescue, protection and repatriation of victims.
