PPA contributes ideas to improve quality of criminal investigation techniques force

PSNews - The People's Police Academy (PPA) has successfully completed its research project titled "Basic Study on Criminal Investigation Techniques Force’s Resources for Criminal Investigations and Trials."

This scientific research project was implemented by the PPA for 2 years (2015-2017), based on Decision No.6752/Qd-BCA-H43 issued on December 3rd, 2015 by the Minister of Public Security.

The research results conducted by the project’s management board have showed, although facing many difficulties, the criminal investigation technique police have initially met the practical needs for investigation and trial.

The Institute of Criminal Science under the Ministry of Public Security has enough technical capabilities to conduct tests and examinations of various types and is shaping the laboratory system for each type of examination. It has also built the national library on criminal DNA and implemented effectively technical methods in criminal prevention and fight.

However, there has been no a unit specializing in crime scene examination. Meanwhile, the force’s infrastructure, facilities and equipment are  insufficient and out-of-date. In other words, the investment has not agreed with the potential development of the force.

The criminal investigation techniques division of  provincial and municipal police departments have deployed a number of criminal investigation techniques and forensic specialties, thus basically meeting the needs for crime scene examinations.

However, none of the units has fully implemented all the 10 specialties of criminal investigation techniques. Many localities have not established all 5 specialized technique teams. The technical facilities and infrastructure in some localities are poor, and only some large provinces and cities have afforded to install an intensive laboratory system.

In order to solve these issues, the project's panel of principal researchers of the PPA has collected basic data on the capabilities of the country’s criminal investigation techniques sector, including human resources, technical facilities and infrastructure. They has also developed a software for collecting and managing the survey database.

This software is highly applicable, helping quickly and accurately process the data collected. If the software is further developed, it could be transferred to the criminal investigation techniques force to manage and use all resources relating to criminal investigation techniques.

Besides, the researchers propose to soon establish an office of crime scene examination at the Institute of Criminal Science to unify the function of scene examination for the entire criminal investigation techniques force; provide professional training to improve the officers' skills; and consolidate the organizational structure of the criminal investigation techniques division at provincial and  municipal levels.

Moreover, the researchers suggested to provide more equipment and improve infrastructure for the criminal investigation techniques force at all levels and for public security schools with the motto: "The most modern equipment must be first furnished to training institutions."
