The task of ensuring absolute security and safety for the 13 th National Party Congress has been thoroughly comprehended and seriously implemented by the Public Security Forces (PSF) with their highest sense of responsibility.

Senior Lieutenant General Bui Van Nam, member of the Party Central Committee, Deputy Minister of Public Security, Head of the Subcommittee on Security and Order Protection for the Party congresses at all levels and the 13th National Party Congress.
Senior Lieutenant General Bui Van Nam, member of the Party Central Committee, Deputy Minister of Public Security, Head of the Subcommittee on Security and Order Protection for the Party congresses at all levels and the 13th National Party Congress.

Right after the Politburo issued Directive No. 35-CT / TW on the organization of Party congresses at all levels and the 13th National Party Congress, on June 25, 2019, the Minister of Public Security issued Instructions No. 06/CT-BCA on security and order protection for Party congresses at all levels and the 13th National Party Congress, and later promulgated Plan No. 234/KH-BCA-V01 to ensure security and order for Party congresses at all levels and the 13th National Party Congress.

Under the direction of the Central Steering Committee 35, the Ministry of Public Security (MPS) has developed and implemented a plan to promote information about the 13th National Party Congress.

Under the plan, the public security press and media sector has published hundreds of thousands of articles, images, video clips, documentaries to highlight the preparation for the 13th National Party Congress, its great meaning to the national development in the five coming years and beyond, as well as to fight against false information and sabotage activities by reactionary and hostile forces.

According to the Deputy Minister, the local police units also deployed forces to detect and investigate thousands of reactionary and hostile elements, destroyed hundreds of associations and groups spreading wrong information against the Party on cyberspace, and resolutely handled those who have committed acts against the laws.

During Party congresses at all levels, the PSF launched intensive campaigns to suppress crimes. The PSF investigated and eradicated criminal gangs and complicated security hotspots while mobilizing people to surrender illegally stored weapons.

They also carried out inspections of fire prevention and fighting plans at populous areas, carried out effective measures to prevent Vietnamese citizens and foreigners from illegally entering and exiting the country, repelled threats of terrorism, and actively contributed to preventing and controlling the COVID-19 pandemic.

Deputy Minister Bui Van Nam stressed that, following the motto “Actively taking preventive measures is key in ensuring security”, the MPS requested all public agencies and units to participate in the work of ensuring security and safety for the 13th National Party Congress.

Accordingly, the PSF have employed professional measures to ensure security not only in Hanoi – the venue of the 13th National Party Congress but also in all localities across the country.

Under the plan, during the 13th National Party Congress, all public security agencies and units will be mobilized and deployed to form various security protection belt and layers to ensure security and safety for the event.

Deputy Minister Bui Van Nam affirmed that the PSF has carefully and thoroughly prepared all plans to ensure security and order for the 13th National Party Congress.

In order to ensure absolute safety and security for the 13th National Party Congress, the Deputy Minister suggested:

  1. The PSF should seriously follow and effectively implement all guidelines of the Party and State on the organization of the 13th National Party Congress on the task of ensuring security and order before, during and after the event.
  2. All public security agencies and units should actively mobilize their forces and means early on to maintain public order and security under the leadership of the Ministry of Public secuirty while all public security officers should heighten their sense of responsilbity for the work.
  3. The PSF should coordinate closely with the military and other forces in ensuring safety and security for the 13th National Party Congress, while mobilizing the people to provide support and assistance for the work of ensuring security for the Party congresses at all levels.
  4. The PSF should also maintain internal political security as well as information and cyber security. The public security agencies and units should actively advise police leaders to effectively handle complex issues reguarding national security while taking effective approaches to prevent and fight crimes, creating a healthy social environment for the 13th National Party Congress.
  5. The PSF should actively establish security layers and draw up plans to protect the 13th National Party Congress’s venues.

The 13th National Party Congress is coming. Under the direction of the Party Central Committee’s Secretariat and the Prime Minister, the MPS drilled in plans on January 10, 2021 to protect safety and security for the upcoming 13th National Party Congress.

The PSF pledges to uphold their sense of responsibility, closely coordinate with other forces, effectively implement security protection plans, and spare no effort to ensure absolute security and safety for the 13th National Party Congress.
