The meeting was video-conferenced between Hanoi and Ho Chi Minh City (HCMC).
Senior Lieutenant General To Lam, Member of the Politburo, Minister of Public Security chaired the meeting.
The event was also attended by former Politburo members, former State Presidents Le Duc Anh and Tran Duc Luong; Vice Ministers of Public Security: Lieutenant General Bui Van Nam, Lieutenant General Nguyen Van Thanh-the chair at the HCMC end, Lieutenant General Bui Van Thanh, Lieutenant General Nguyen Van Son; and other leaders, former senior leaders of the Ministry of Pubic Security (MPS).

At the beginning of the meeting, the MPS solemnly handed copies of a memorial book recognizing the contributions of the former leaders of the Party and State, and relatives of the late leaders of the Party, State and Ministers of Public Security.
At the meeting, the delegates recalled the public security history with numerous feats of arm in the past 72 years; expressed deep gratitude to President Ho Chi Minh, the Party, State and people, especially Vietnamese Heroic Mothers, heroic martyrs, wounded soldiers and revolution contributors, and generations of police officers who had made great contributions to the nation, national security, social order and safety in general as well as the development of the Public Security Forces..
Speaking at the meeting, Minister To Lam affirmed that the People’s Public Security- Forces are always loyal to the Party; pursue the spirit "Ready to sacrifice our lives for the Party";
[A1] actively brace the situation to give good advice to the Party and State on crafting policies and strategies; and defeat political opportunists and hostile forces’ plots of "peaceful evolution" and attempts to sabotage the leading role of the Party and provoke insurgency or overthrow in Vietnam, Contributing to firmly protect the Party and the socialist State of Vietnam, while heightening sense of international spirit of peace, stability and development in the region.
Over the past 72 years, the Public Security Forces have grown up in all aspects, becoming a revolutionary armed force with their repeated victories and achievements to continuously beautify the glorious tradition of the Vietnam People’s Public Security Forces.

Minister To Lam stressed that to successfully implement the objectives and requirements of the strategy to firmly protect the Fatherland, the national independence, sovereignty, unification and territorial integrity of the Fatherland, as well as the Party, State, people and the socialism, and maintain political security and stability, it is necessary to build a transparent, strong, revolutionary, elite and gradually modern force of public security. the Public Security Forces should also unceasingly promote their glorious and heroic tradition, study and follow President Ho Chi Minh’s thought, morals and style as well as the Six Teachings of Uncle Ho to the Public Security Forces; enhance their attachment to the people, and coordinate and cooperate closely with the People's Army at all levels.
In respond to the new situation and the reverse of the market mechanism, globalization and international integration, and hostile and reactionary forces’ conspiracies and attempts with their evil tricks, Minister To Lam affirmed that the Public Security Forces should continue to maintain and promote the effectiveness of their close coordination with the People's Army, the Central Commission for Mass Mobilization, the Fatherland Front, relevant branches and mass organizations in working on mass mobilization and building up the movement “All people protecting national security.” The minister also asked the whole public security force to better implement Directive No. 09 issued on December 1, 2011 by the Secretariat of the Party Central Committee on strengthening the leadership of the Party towards the movement “All people protecting national security” in the new context.

Minister Lam instructed the Public Security Forces to promote the information dissemination on the Party's guidelines as well as the State's policies and laws on the protection of security and order, and the contents of the movement “All people protecting national security.”
The minister also stressed that mass mobilization is one of the Public Security Forces’ basic methods in performing the task of ensuring national security and social order. Therefore, all police officer and soldier, working in any fields, should conduct mass mobilization and participate in the movement “All people protecting the Fatherland’s security” in accordance with their tasks, functions and positions.
