An Giang Police completes building of communal police force

PSNews - The An Giang Provincial Police Department on August 23 organized a ceremony to announce a decision on deploying professional police officers to communal police posts with the attendance of Lieutenant General Nguyen Van Son, Deputy Minister of Public Security.

The ceremony also saw the participation of Deputy Chairman of the An Giang Provincial People’s Committee Tran Anh Thu and representatives of agencies and units under the Ministry of Public Security.

Following the Resolution No.22-NQ/TW issued on March 15, 2018 by the Politburo and Project 106 of the Ministry of Public Security on renovating and streamlining the Ministry of Public Security’s apparatus for more efficiency and effectiveness, the An Giang Provincial Police Department on December 27, 2018 submitted a concrete plan to strengthen its communal police force to the An Giang Provincial People’s Committee for approval.

According to the plan, the An Giang Provincial Police Department first deployed 5 full-time police officers to each police post of communes with a complex security situation and 3 officers to each police post of normal communes.

So far, the provincial police department has completed the plan to strengthen the communal police force; as a result, 427 commissioned officers were posted to police posts of 119/119 communes in the province. With the result, the province has reached the target 2 years ahead of the schedule.

According to surveys, the plan has brought about initial good outcomes as it has created positive changes in security and order at the grassroots level.

The An Giang Provincial Police Department is now taking steps to improve facilities and working conditions for police officers at communal police posts, by erecting 47 new buildings as the headquarters of the 47 communal police posts.

Addressing the event, on behalf of the Public Security Central Party Committee and the leadership of the Ministry of Public Security, Lieutenant General Nguyen Van Son recognized and highly valued the achievement of the An Giang Provincial Police in regularizing its communal police force.

He asked the provincial Party committees and authorities to create a more favorable condition for the police force to fulfil their assigned tasks.

He also urged the An Giang Provincial Police Department to pay attention to non-commissioned police officers at the communal police posts, while promoting coordination between non-commissioned and commissioned police officers, contributing to maintaining public order and security in the province’s countryside.

The idea of regularizing the commune-level police force was first proposed at a meeting of the National Assembly Standing Committee in 2015 to improve the complex security problems affecting rural areas in the country.

On November 20, 2018, the National Assembly has approved the Public Security Law (amended), which will serve as an immediate and important legal basis for streamlining the apparatus of the Public Security Forces and reorganizing the forces for more efficiency and effectiveness.

Regarding the organizational system of the People's Public Security Forces (Article 17), especially the commune police force, the amended Public Security Law provides that the building of a new commune police force must follow a roadmap to ensure the feasibility, effectiveness and comprehensiveness, in line with the implementation of the Party’s policy on the reform and streamlining of the political system for effectiveness and efficiency. 

Meanwhile, the Public Security Forces must also ensure the personnel, facilities and conditions for the building of the professional commune police force. (Currently, combatants at the commune police level are largely semi-professional and non-commissioned. The regularization of the commune police force means commissioned police officers must be assigned to in-charge positions at commune police stations).

To avoid the waste of human resources, the current officers at commune police stations will continue their current tasks of ensuring security and order at the grassroots level.
