Delivering the opening remarks, Deputy Director of the Department Senior Colonel Ha Van Bac emphasized that the rapid development of artificial intelligence and emerging technologies is driving robust digital transformation, turning cyberspace and data into a crucial foundation across multiple sectors. However, this evolution also introduces new risks and challenges for cybersecurity and data protection efforts.
Criminals are increasingly exploiting technology to harvest information, develop malware, launch cyberattacks, execute online fraud, spread malicious content, and conceal illicit financial flows. Cyberattacks and cyber espionage are rising in terms of scale, sophistication and severity, placing increasingly higher demands on specialized forces.
According to Senior Colonel Ha Van Bac, to meet the mission requirements of this new landscape, the entire force must unify its cognitive perception, enhance synergy and coordination, and elevate the quality of all operational aspects. Updating new guidelines, policies, and legal regulations, alongside exchanging experiences to resolve practical difficulties and bottlenecks, is of vital importance to each local unit.
Over the past few years, the legal framework for cybersecurity has been progressively strengthened, while the awareness and capacity of agencies and units to ensure cybersecurity have been elevated. However, the execution of certain operational activities at the local level still faces shortcomings and limitations that require thorough discussion and review.
The series of training workshops and operational briefings focuses on disseminating and popularizing guidelines, policies, legal documents, and professional procedures in the field of cybersecurity and high-tech crime prevention.
Through these conferences, officers and soldiers across the entire force will update and consolidate their knowledge, raise their awareness, and improve the quality of their advisory work. It will also enhance their ability to implement guidelines, policies, and legal documents, while effectively executing operational measures to ensure cybersecurity and combat high-tech crime.
