MPS holds in-depth training course on Public Security Law

PSNews - The Ministry of Public Security (MPS) held a video training conference on the Law on Public Security Forces on June 17 for key officers of the Municipal Police Department of Hanoi and Ho Chi Minh City.

Senior Lieutenant General Le Quy Vuong, Deputy Minister of Public Security, chaired the video conference from the headquarters of the MPS.

Representatives of the Department of Legal Affairs and Administrative, Judicial Reforms, the Department of Organization and Personnel and the Department for “All people protecting National security” Movement briefed the participants on the basic contents of the Law on Public Security Forces, some new points relating to the organization and personnel affairs of the Public Security Forces, and the implementation of the Party's guidelines and provisions of the Law on deployment of professional police officers to police posts of communes and townships.

The 2018 Law on Public Security Forces has several adjustments to the regulations on the organization of the Public Security Forces. For instance, the 2918 Public Security Law includes  some new functions of the police force of centrally-run cities and downgrades the organization of the fire prevention and fighting police of provinces and centrally-run cities to match the new apparatus of the whole MPS.

In comparison with the 2014 Public Security Law, the 2018 Public Security Law shortens the time of the national service of police enlistees in Public Security Force from 36 months to 24 months. However, the Minister of Public Security, according to the 2018 Public Security Law has the authority to extend the time of the national service of police enlistees by up to 6 months in case of emergencies.

The 2018 Law on Public Security Forces also has some amendments to the ranks promoted to graduates from public security academies and colleges. Accordingly, police students graduating from academies and universities will be promoted to junior lieutenant while those graduating from higher schools will be promoted to sergeant. Students with excellent academic records may be promoted to the next higher ranks.

The 2018 Law also regulates the service age of non-commissioned officers to 45 years, increase the working age of female holder of general ranks from 55 years to 60 years old and stipulates authorities of the Minister of Public Security to determine retirement ages of officers holding positions and titles in the Public Security Forces”.
