“Provisional National Government of Vietnam” officially listed as a terrorist organization

Under the Vietnamese laws and international law, the Ministry of Public Security shall announce the organization of the "Provisional National Government of Vietnam" as a terrorist organization.

The “Chinh phu quoc gia Viet Nam lam thoi” (Provisional National Government of Vietnam) is the successor of the “Tan Dan Chu” (New Democracy) organization .

Its headquarters is located at 2807 Anaheim, California 92814, the USA; Its office phone number: 7605233011; Its operational websites at chinhphuquocgia.com, cuutuchinhtri.org, phamvanlong.com, and cpqgvnlt.com.

The terrorist organization  is led by Dao Minh Quan (Dao Van), a Vietnamese American in Santa Ana, California, the USA. Quan was born on July 27, 1952 in Vietnam’s central province of Thua Thien-Hue. He recently proclaimed himself the “Prime Minister” of the so-called “Provisional National Government of Vietnam.”

His followers include:

Quach The Hung, born on April 1, 1948 and residing at 5386 Somerset St, Los Angeles, California 90032, the USA;

Kelly Trieu (Trieu Thanh Hoa), a US citizen born in 1968;

Pham Lisa (Pham Anh Dao), born in 1979 and residing at 614 Progressive Way, Denmark, South California 29042, the US. 

The “Provisional National Government of Vietnam” was established in the US in 1991 by Dao Minh Quan (former Lieutenant of the former US-baked Saigon army) with the support of other military officers and officials of the former US-backed Saigon government.

After its establishment, Quan and some other leaders of the organization  came to Vietnamese refugee camps in Hong Kong (China) and Southeast Asian nations for recruiment. They then sent the recruits back to Vietnam to conduct terror and sabotage activities in their homeland.

In 2015, leaders of the “Provisional National Government of Vietnam” instructed their underground agents in Vietnam to develop their operational networks, establish “volunteer teams”, seek to set up bases, and purchase weapons in preparation for terror activities. However, the Vietnamese security forces promptly uncovered and prevented their plots, and arrested Ha Ngoc Han, Mai Xuan Nghia, Luong Tuan Vinh and Nguyen Van Hoi. Mai Xuan Nghia fled to Laos and then secretly returned to Vietnam with Dao Quang Thuc. They planned to buy weapons in an attempt to carry out terror attacks, but their plots were uncovered and they were arrested by Vietnamese security forces.

In 2017, leaders of the “Provisional National Government of Vietnam” living overseas promoted their activities and formed operational groups, namely “Phuong Hoang” (Phoenix), “Mang Xa” (Python), “Biet dong quan” (Rangers) and “Dai Viet” (an old name of Vietnam), to conduct sabotage activities and assassinate officials in Vietnam.

They sent two members of the organization, namely Phan Angel (Phan Thi Dao, a US citizen born in 1956) and Nguyen James Han (Nguyen Thanh Han, a US citizen born in 1967) to Vietnam to finance and direct sabotage activities in the country.

Under the instruction of leaders of the “Provisional National Government of Vietnam”, other members living in Vietnam used petrol-bombs and destroyed 320 vehicles stored in a warehouse of the Bien Hoa Municipal Police in the southern province of Dong Nai on April 8, 2017.They also planted petrol bombs at the parking lot and the entrance gate of the international terminal of Tan Son Nhat International Airport in Ho Chi Minh City on April 22, 2017. They also planned to cause explosions at headquarters of several public agencies and factories. However, their plans were detected and successfully stopped by Vietnamese security forces.

In April 2017, competent agencies of Vietnam started legal proceedings and detained 15 members of the organization accused of “carrying out terrorist activities against the people’s government” in line with Article 84 of Vietnam’s 1999 Penal Code. In December 2017, the Ho Chi Minh City People’s Court held a trial on the case and sentenced the accused from 4-16 years in prison.

For its plots and activities against the State and people of Vietnam, the “Provisional National Government of Vietnam” has been listed as a terrorist organization. Anyone, who is involved in conducting propaganda in support of the organization and mobilizing others to join it, supporting or receiving finance from the organization, taking part in the organization’s training courses, and carrying operations under the instructions of the organization, will commit the crimes of “terrorism” or “terrorism financing” and will be handled under Vietnam’s laws.
