Second annual Public Security and Interior Ministerial Conference of Cambodia, Laos and Vietnam opens

The 2nd Annual Conference of Ministers of Public Security and Interior of Cambodia, Laos and Vietnam took place, on the morning of June 30, in the Cambodian capital city of Phnom Penh.

Cambodian Deputy Prime Minister and Minister of the Interior Sar Sokha, Politburo Member and Minister of Public Security of Vietnam General Luong Tam Quang and Secretary of the Party Central Committee and Minister of Public Security of Laos Lieutenant General Vanthong Kongmany co-chaired the conference. Representatives of functional units from the three ministries also attended the event.

Following the welcoming ceremony and opening remarks by Cambodian Deputy Prime Minister and Minister of the Interior Sar Sokha, the conference proceeded with its agenda.

Speaking at the conference, Minister Luong Tam Quang emphasized that, based on the "Joint Statement" of the 1st Annual Conference of Ministers of Public Security and Interior of Cambodia, Laos and Vietnam, the police forces of the three countries have coordinated closely and achieved notable results in recent times. Specifically, professional units from the three ministries and local police forces of the three countries have actively collaborated to combat various crimes, particularly online fraud, drug trafficking, human trafficking, high-tech crimes, economic crimes, and wanted fugitives.

Minister Luong Tam Quang proposed that the three ministries decisively, synchronously, and effectively implement the Conclusions of the "Meeting of the Heads of the Three Parties of Vietnam, Cambodia and Laos" in February 2026 and the agreements reached by the high-ranking leaders of the three countries. This aims to bring about a qualitative transformation in security cooperation, meeting developmental goals in the new period.

During the agenda, participants unanimously agreed that the results of the 1st Ministerial Conference, held on March 29, 2024, in Da Nang City, Vietnam, laid a solid foundation for enhancing coordination and cooperation in ensuring security and social order among Cambodia, Laos, and Vietnam.

The conference also issued a joint statement emphasizing the following points:

· Reaffirming the commitment to deepen political trust and mutual confidence, thereby contributing to the maintenance of common peace and stability of the three countries and the region.

· Stepping up joint efforts in preventing and combating transnational crimes, including terrorism, illicit drug trafficking, human trafficking, migrant smuggling, arms smuggling, illegal stockpiling, transportation, and trade of weapons and explosives, cybercrimes, financial fraud and scams, fake news, disinformation, and illegal migration; while also addressing non-traditional security challenges.

· Not allowing any individuals, organizations, or hostile forces to use the territory of one country to harm the security and interests of the others.

· Committing to further promoting friendship and mutual support through cultural, sports, educational, and training exchanges, including foreign language training and scientific research within the police forces, especially among the youth and young officers of the three countries.

The conference agreed that the 3rd Annual Conference of Ministers of Public Security and Interior of Cambodia, Laos, and Vietnam will be held in the Lao People's Democratic Republic.
