Vietnam, U.S. strengthen cooperation in combating high-tech crimes

Within the framework of his working trip to the U.S., Minister of Public Security Senior Lieutenant General Luong Tam Quang, leading a high-ranking delegation of the Ministry of Public Security of Vietnam, had a meeting with U.S. Deputy National Security Advisor for Cyber and Emerging Technology Anne Neuberger, in New York.

Welcoming the high-ranking delegation of the Ministry of Public Security of Vietnam to the U.S., the U.S. Deputy National Security Advisor highly appreciated the cooperation in preventing and combating high-tech crimes between the U.S. and Vietnam, and hoped that the two sides will further bolster bilateral cooperation, especially in high-tech crime prevention and control.

Ms. Anne Neuberger believed that the bilateral cooperation between the Ministry of Public Security of Vietnam and the U.S. National Security Council will continue to flourish within the framework of the Vietnam – U.S. comprehensive strategic partnership.

Speaking at the meeting, Minister Luong Tam Quang underlined that the development of information technology and the expansion of cyberspace are posing several risks and directly threatening the security and order of countries around the world, including Vietnam.

The Vietnamese Public Security Minister underlined that the cybercrime and high-tech crime situation in Vietnam has become increasingly complicated with many sophisticated methods and tricks, causing serious losses to people and the economy.

The most common cyber crimes are offences on e-commerce platforms, impersonation of law enforcement agencies, fake electronic foreign currency exchanging floors and illegal online gambling networks.

The Vietnamese official also released that foreign criminals now tend to move to Vietnam to commit such crimes as gambling, cheating and credit card counterfeiting, which has caused losses of hundreds of millions of US dollars.

At the meeting, the two sides agreed to further enhance delegation exchange, regularly exchange information regarding cyber threats, new methods and tricks of cyber and high-tech criminals as well as share hands-on experience in investigating and handling cyber crimes, so as to proactively respond to cyber threats in a practical and effective manner.

The two officials also reached consensus on establishing a cooperation mechanism to promptly exchange information and closely coordinate to address emergencies and serious cases of cybercrime, as well as draft joint action programs on preventing and combating transnational organized criminals who take advantage of the cyberspace to commit crimes such as terrorism, terrorist financing, money laundering, financial and banking crimes and property appropriation frauds.

At the end of the meeting, the two sides exchanged Diplomatic Letters on Cooperation in Cybersecurity and Emerging Technology between the Ministry of Public Security of Vietnam and the U.S. National Security Council.

*Earlier, Minister Luong Tam Quang and the delegation of the Ministry of Public Security visited the Permanent Delegation of Vietnam to the United Nations.
