Public Security Central Party Committee reviews the implementation of judicial reforms in Public Security Forces

The working Mission 1 was led by Secretary of the CPV Central Committee and Head of its Commission for Internal Affairs Phan Dinh Trac.

The meeting aimed to review outcomes of the Public Security Central Party Committee’s implementation of the Politburo’s resolution and Secretariat’s directive.

Speaking at the meeting, Minister To Lam highlighted that the Ministry of Public Security (MPS) issued Plan 219 on June 13, 2019, on reviewing the implementation of Resolution 49 on judicial reform strategy in the Public Security Forces towards 2020.

The Central Party Committee of Public Security, chains of command of public security units at all levels directed their units to thoroughly study and seriously implement Resolution 49, thus contributing to making a positive change in thoughts and actions of all public security officers, particularly those working at investigation and judicial support agencies.

The quality of criminal investigation was improved. The international cooperation on this field also gained important results from the completion of the domestic legal basis to the implementation of international treaties in crime prevention and combat.

After 10 years of implementing Directive 33, public security officers and soldiers have now comprehended and fully respected the role, position, responsibility and work of lawyers. The rights, obligations and working practices of lawyers have been ensured according to the laws while the working coordination between the police force and lawyers in the investigation and handling of cases have also been promoted.

Mr. Phan Dinh Trac spoke highly of the contributions of the MPS and its justice-related agencies to the process of completing criminal, civil, lawyer and judicial support policies. He emphasized that Resolution No. 49 and Directive 33 have made important contributions to the prevention and fight against corruption while minimizing unfair and wrongful judgments, and criminalization of civil relations.

Mr. Phan Dinh Trac also pointed out several limitations that the Ministry of Public Security should overcome in the time to come.

Minister To Lam said that the MPS would seriously study the recommendations and ideas given by the Working Mission so as to urgently complete the Summary Report on the implementation of the resolution and directive, and then summit it to the Central Commission for Internal Affairs. The ministry will also make some proposals on judicial reforms.

Minister To Lam also asked the Department of Legal Affairs and Administrative Judicial Reform to coordinate with relevant agencies to complete the review on the 10-year implementation of Directive 33 and submit the Summary Report to the Steering Committee.
